Air quality notice of construction application

We propose to approve Sabey Data Center’s Building E air quality notice of construction (NOC) application.
Sabey Data Center submitted a notice of construction application for their data center located at 4405 Grant Road, in East Wenatchee. Sabey is proposing to expand its existing Intergate Columbia II data center by installing 14 2.25–2.5 MWe emergency diesel generators and one 1–1.5 MWe emergency diesel generator in Building E.
Emission increases from this project include:
- 35 tons per year nitrogen oxides (NOx)
- 6.96 tons per year carbon monoxide (CO)
- 2.1 tons per year particulate matter (PM)
- 2.1 tons per year particulate matter (PM10)
- 2.1 tons per year particulate matter (PM2.5)
- 1.5 tons per year volatile organic compounds (VOCs)
- 0.64 tons per year diesel engine exhaust, particulates (DEEP)
- 0.02 tons per year sulfur dioxide (SO2)

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application.

Background
Data centers, sometimes called server farms, house the servers that manage email, store data, and run apps (computer or mobile). If you shop on the web or use social media, store photos in "the cloud," or use AI (artificial intelligence), you're using a data center. Most of the data centers regulated by Ecology are located in Quincy and the Wenatchee area because those areas have dependable, lower cost electricity. Sign up for email updates about data centers.
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
